Engineer J. A. Obilomo was born in 1954 at Kogi state of Nigeria. He graduated as an Electrical Engineer from the Ahmadu Bello University Zaria, in 1977 and also got an MBA certificate from the University of Lagos, Akoka in 1984.
He joined the services of National Electric Power Authority (NEPA) now PHCN after the mandatory one year National service of NYSC and later cut his engineering teeth with a two year pupilage in various departments within the power industry which include: The generation, transmission and distribution sectors.

Between 1980 and 1985, as a young engineer, Obilomo worked in the Engineering projects department at the corporate headquarters as a sub-station project engineer. During this period, he was saddled with the responsibilities of designing   and construction of 330 132/33kv sub-stations, some of which included the 132/33kV in Naiman, Yola and Maiduguri respectively.

His earlier postings included the following;
 Principal Engineer (Planning and Construction); operations and maintenance (O&M) and subsequently District Engineer (DE), Oshogbo district, 1985 - 1988

District Manager, Aba between 1988 and 1991, and later the pioneer Principal Manager (sales) from 1991 to 1994.

District Manager (D&M), Oshogbo District from 1995 to 1999 and District manager Ijora between 1999 and 2000.

In the year 2000, he was elevated as the Assistant General Manager (Distribution) and transferred to Ibadan Zonal Office.

A fellow of the Nigerian Society of Engineers (NSE), Engineer Obilomo became the General Manager of the Ibadan Distribution Zone in January 2003.

Following the unbundling of the power company to business unit in January 2004, he became the pioneer Chief Operating Officer and later Chief Executive Officer (CEO) in the same zone.  
He was also the Chief Executive Officer, Abuja Distribution zone between May 2007 and October 2008 when He was posted to Eko Distribution zone.
Engineer Obilomo has attended many managerial courses both within and outside Nigeria.
